Great news for families and early literacy champions across Oregon! Governor Tina Kotek recently signed House Bill 4022 into law, officially cementing Dolly Parton’s Imagination Library as a permanent, state-supported program.

This means that every single child in Oregon—from birth up until their 5th birthday—is eligible to receive a brand-new, high-quality book delivered straight to their mailbox every month, completely free of charge.

Why This Matters for Our Community

Early literacy is one of the strongest foundations we can give our children before they ever step foot in a kindergarten classroom. Reading together not only builds critical brain pathways and vocabulary, but it also creates strong emotional bonds between parents and children.

The state's ongoing financial support allows local community partners to bridge the gap and ensure that zip codes or family income never stand in the way of a child owning their own books.

The Program by the Numbers:

• 75,000+ Oregon children are already enrolled.

• 36% of the state's eligible children under age five currently receive these books.

• $0 Cost to families. Funding is a collaborative effort between the State of Oregon (administered via the Department of Early Learning and Care), local community partners, and the Dollywood Foundation.
