Early Childhood Suspension and Expulsion Prevention Program

The Early Learning Division is developing a new Early Childhood Suspension and Expulsion Prevention Program, as called for by House Bill 2166. The Program is being designed to provide an array of new supports to early care and education (ECE) providers, with the goal of reducing the use of suspension and expulsion in early childhood settings. The supports will range from new professional development opportunities to on-site coaching and early childhood mental health consultation. To read an overview of the Program, click here.

On September 1, 2022, the proposed rule language for the Program was posted for public comment. It is scheduled for review and adoption by the Early Learning Council at their meeting on Wednesday, September 28Find more information on what is in the rule language and how to submit comment on the ELD website.

The program rules are focused on establishing common definitions and getting the program “off the ground.” At this time, it does not include requirements for ECE providers to access the program before suspending or expelling a child. We need to develop the supports first!
