Certified Outdoor Nature-Based Programs

Starting July 1, 2025, the Oregon Department of Early Learning and Care (DELC) will begin licensing a new type of certified program designed for children to learn, play, and grow—primarily outdoors in nature.
These programs:
✅ Serve preschool through school-age children
✅ Are located in outdoor natural spaces approved by DELC
✅ Follow a philosophy where nature is central to children’s learning and development
